The Premium Investor Certificate

The Government of Mauritius has introduced in the last budget 2021-2022, a new scheme known as the Premium Investor Certificate (The Certificate) to promote the emerging and innovative sectors in Mauritius.  

 

The Certificate is issued by the Economic Development Board (EDB) and it allows companies investing at least Rs 500 million, and companies involved in the manufacture of pharmaceuticals and medical devices, to benefit from specific incentives.

 

The Eligibility for the Scheme: 

 

The Projects shall be eligible for a Premium Investor Certificate if it:

(i) Relates to the manufacture of pharmaceuticals or medical devices; or

(ii) involves a minimum investment of 500 million rupees in :

-              emerging sectors,

-              pioneering industries and first movers

-              innovative technologies and industries.

 

The incentives  

 

The incentives are negotiable with the EDB, assessed by a Technical and approved by the Minister of Finance and may include:

(i) rebates, exemptions and preferential rates, in relation to taxes, duties, fees, charges and levies under any enactment;

(ii) facilities, grants and exemptions in relation to –

 

  1. land and buildings;
  2. infrastructure and public facilities;
  3. utilities; and
  4. labour requirements, including foreign labour.
