Mauritius ranked 1st among 47 Countries in Sub-Saharan Africa as per the Index of Economic Freedom 2018

The Index of Economic Freedom is an annual ranking created by The Heritage Foundation and The Wall Street Journal in 1995 to measure the degree of economic freedom in the world.

It evaluates countries in 4 broad policy areas that affect economic freedom, namely:

  1. Rule of law;
  2. Government size;
  3. Regulatory efficiency; and
  4. Open markets.

The above is further broken down in 12 specific categories: property rights, judicial effectiveness, government integrity, tax burden, government spending, fiscal health, business freedom, labor freedom, monetary freedom, trade freedom, investment freedom, and financial freedom. The scores in these categories are then averaged to create an overall score.
